The Supply Shock shows how scarce EMP is in the system. In the Fusion System, supply shock is good because it helps EMP regain its peg.

Below 50: EMP is plentiful, and supply shock hasn’t started yet. Peg recovery is slower.

At 50: Supply shock begins. EMP becomes scarcer, and peg recovery gets easier.

Above 50: Strong supply shock. EMP is hard to find, driving up its value and helping the peg recover faster.
